Short answer
Search with list_issues, create or patch with upsert_issue, and inspect with get_issue_details. Issues appear in the same backlog as UI-created items and feed release gate stats.
Common scenarios
CI / scanner ingest
Call upsertIssue with at least title (omit issueId to create). Use source, labels, reportedReleaseId, and linkTargets for provenance and traceability.

upsertIssue — include issueId plus status, severity, assignee, labels, or linkTargets.
